Construction might be halted by a local resistance group.
(waves crashing) (gentle music) (waves crashing) (people laughing) (machinery clanging) (rubble thundering) (singers vocalizing) [Narrator] The northern coast of Puerto Rico is home to locals well known for being overly resilient.
They organize their communities and do voluntary work.
This saves the government a chunk of its budget.
[Narrator] Here you'll encounter concerned citizens whom you may well find troublesome.
This local resident of Isla Verde has been doing voluntary work in the reef for over 20 years.
[Narrator] In 2005, a group of locals began camping out in a space that had been paved over to prepare for construction.
After 15 years, the construction was determined to be illegal, because public land in Puerto Rico is determined by the coastline.
(singer vocalizing) (waves crashing) [Narrator] If you know the right people, you can usually, get your construction permits approved in a couple of months.
The local government does not enforce federal laws designed to protect marine life.
Developers aren't yet aware how said marine life will be affected by years of continuous construction.
Furthermore, they haven't yet clarified their plans for debris disposal.
(singers vocalizing) (shell hooting) (crowd cheering) (drumming music) (radio playing) (drumming music continues) [Narrator] Meanwhile, the developers of the new Normandy Home Resort have been acquiring other businesses in the zone.
